Mr. Todd Whitley, CEO & President

Mr. Todd Whitley is President and Chief Executive Officer of Mintech Repair, LLC in Keller, Texas. Mr. Whitley obtained his MBA from the University of Phoenix and began in the telecommunication industry with MCI in 1990. In 1994, Mr. Whitley managed telecommunication contracting firms to support OEM’s, R&D laboratories, commissioning engineering and optimization teams. As a premier resource manager, Mr. Whitley became a valuable solution provider to network operators around the world deploying manufacture subject matter experts to train local personnel on manufacture processes.
Mr. Whitley formed Mintech Group in 2000 to provide remedy to network operators in rural or underdeveloped countries that required contractors to either maintain or expand existing networks. In developed countries, Mintech Group became the primary contracting firm representing telecommunication manufactures domestically and internationally on GSM, UMTS, and CDMA deployments.
After 9/11, network operators increased the demand to maximize revenues from existing networks, and Mintech Group began supplying complete engineering, furnishing and installation (EF&I) solutions. Mintech Group established technical operations to support various regions around the world from Texas (USA), Shanghai (China), Mexico City (Mexico), Instanbul (Turkey) and Melbourne (Australia). Contractors were deployed into underdeveloped countries and often worked in alliance with manufacture personnel on-site to revive trouble networks.
Maintaining legacy equipment increased the demand for a logistic repair center and access to surplus equipment, Mr. Whitley formed Mintech Repair in 2005, independent from Mintech Group. Mintech Repair remarkets under-utilized assets displaced through new technology migration, provides network solutions to redeploy assets to other parts of the network, and leverages current assets to enable networks to gracefully migrate.
Mintech Repair provides highly cost-effective and time-sensitive solutions for the repair and replacement of defective plug-in cards. Mr. Whitley combined contracting services with Mintech Repair to provide deinstallation, valuation, sorting, testing, warehousing, repackaging, and warranty and marketing services under one comprehensive program. Mr. Whitley’s engineering resources provide direct solutions on a wide variety of cost effective and high-impact network services. Mr. Whitley brings industry-certified engineers to access customer needs, designs and implements the right solution for unique technology solutions.

Mr. James Hoots, Logistic Asset Manager

Mr. James Hoots joined Mintech Repair in May of 2006 as the Logistic Asset Manager. Mr. Hoots has been managing electronic inventory from IC components to complete infrastructure equipment since 1989. Mr. Hoots’ extensive experience ranges from electronic procurement to asset management with premier companies such as Tandy, AST, BancTec, and Somera Communications/Telmar Networks.
Mr. Hoots came to Mintech Repair to combine solid business principles and state-of-the-art technology. Mr. Hoots implemented a comprehensive automated warehouse and distribution solution to track the movement of inventory from receiving to shipping. Mr. Hoots dramatically cut warehouse costs by eliminating paperwork and costly shipping errors, improved staff productivity, and provided accurate inventory levels to all intercompany departments.
In November 2006, Mr. Hoots implemented a web interface to the asset management system which enables customers to have more visibility of their assets in the repair process or in the consignment store. The web interface supports PDA and wireless phones for immediate information on pricing requests, shipping information, status on orders, views consignment stores, and obtains multiple reports with simplicity.

Mr. Nang Nguyen, Senior Telecommunication Technician

Mr. Nang Nguyen joined Mintech Repair in May of 2005 as a senior electronic telecommunication technician with 23 years experience in board rework engineering at the schematic level. Mr. Nguyen has provided OEM’s groundbreaking maintenance solutions to the telecommunication and information technology industry since 1983. Mr. Nguyen has acquired a strategically diversified service portfolio providing repair and logistic support to customers around the world.
Mr. Nguyen designed Mintech Repair’s plug-in test and reverse engineer schematic drawings on high volume board repair at the component level. Mr. Nguyen’s repair capabilities include switch, access/transport, broadband, data networks, transceivers, analog and digital boards, and CDMA/GSM equipment. Mr. Nguyen designs test systems to be computerized and automated within a user-friendly environment. Mr. Nguyen provides our repair technicians with the ability to stay ahead of the technology curse ensuring that our customers expend the product life cycle and increase their ROI from existing networks.

Mr. Si Truoung, Senior Power Technician

Mr. Si Truoung joined Mintech Repair in May of 2005 as a senior power electronic technician. Mr. Truoung’s extensive 20 years of repair experience crosses all manufactures and technologies serving carriers and OEM’s around the world. Mr. Truoung has Wireline/Wireless experience with VoIP/video networks (broadband), transceivers, power Amps, power supplies, ancillary equipment, T1/E1 cards, analog/digital boards, and AC/DC converters. Mr. Truoung worked 13 years at BancTec, Inc. and has 7 years of consultant experience with OEM’s for establishing ISO standards for electronic test, board analysis, repair processes, and quality control.
At Mintech Repair, Mr. Truoung’s expertise provides the technicians with the training and support to master the diagnostic lab equipment to effectively repair power equipment. Mr. Truoung’s extensive knowledge of schematic board level repair has enabled Mintech Repair to support complex power solutions from the board level to the network environment.
